On 11 April 2023, the Cabinet of Ministers reviewed and adopted “Amendments to Cabinet Regulations No. 319 of 24 May 2016, “Regulations for the Implementation of the Operational Programme’s “Growth and Employment”, Specific Objective 6.1.1 “Increasing security level in big ports and improving the mobility of the transport network””, which provides for the project “Traffic overpass from Tvaika street to Kundziņsala” to be implemented in cooperation with the Riga State City Municipality. According to the Cabinet Regulations adoption, on June 15, 2023, the Freeport of Riga Authority entered into a cooperation agreement with the Riga State City Municipality on the implementation of the project.
In compliance with the cooperation agreement provisions the Freeport of Riga Authority undertakes to carry out the construction of the public and closed area of Kundziņsala in order to ensure a functional connection to the traffic overpass from Tvaika street to Kundziņsala by 31 December 2023, while the Riga State City Municipality, as the Project cooperation partner, undertakes to complete the construction of the Kundziņsala traffic overpass and ensure its functioning with its own financial resources not later than by 1 January 2026. From 31 December 2023 to 1 January 2026, the status of a non-functional project shall be applied to the said project.
The project plays an important role in the development of the transport infrastructure of the Riga State City, furthermore, it is functionally related to the investment projects implemented by the Riga State City Municipality – “Traffic overpass over railway tracks “Riga – Skulte” with connections to Viestura prospect and Tvaika Street" and “Construction of the Eastern highway section "Ieriķu street - Vietalvas street, Riga””.
The total eligible costs of the project were reduced from EUR 33 335 464.37 to EUR 8 777 979.27, while the allocated Cohesion Fund funding was reduced from 24 704 209 EUR to 6 505 360.44 EUR.
