The principles of the Freeport of Riga operation and governance are defined by the “Law on Ports” of the Republic of Latvia and the “Freeport of Riga Law” of the Republic of Latvia. The highest decision-making body of the port is the Freeport of Riga Board. Execution of the Board’s decisions is provided by the executive body - the Freeport of Riga Authority, which is headed by the Chief Executive Officer.

The Freeport of Riga Authority manages the operation of the port, leases the port land and infrastructure to private merchants, as well as is responsible for the maintenance and security of the public infrastructure of the port. The Freeport of Riga Authority is not engaged in commercial activities.

Private merchants carry out commercial activities in the port, including cargo handling and storage, passenger service, production and provision of services, in accordance with Latvian legislation and the regulations of the Freeport of Riga.
