The pass regime at the Freeport of Riga is stipulated by the Freeport of Riga Authority. Compliance and control shall be provided by the Port Police or, within the port company borders, by a merchant who has entered into an agreement with the Freeport of Riga company regarding the provision of security services.

There are port territories with unrestricted public acces, partially closed and closed territories.

In case untrestricted public access to the port territory is provided, residents can move freely both on foot and by road, in compliance with the public order and road traffic regulations. In partially closed areas, walking is allowed, but it is forbidden to enter the terrritory by vehicles without special passes. Such an area, for example, is the territory of the Eastern Breakwater on Mangaļsala. 

Within the closed areas of the port, residents’ stay and entry of motor vehicles is permitted only with special passes. This is related to security regulations in the port and terminals, as well as the requirements of the Special Economic Zone regime, customs and border guarding. All restricted access areas shall be provided with appropriate information signs. 

The ordering and issuance of passes for entering the restricted access areas, as well as the control of the movement of natural persons, vehicles and cargo in the territory of the Freeport of Riga is performed in compliance with the “Regulations on the Pass Regime in the Freeport of Riga”

The Freeport of Riga Authority’s electronic pass ordering system

It is possible to apply for one-time passes for persons and vehicles to visit the territories of the Port of Riga, where the access and movement of visitors and vehicles is controlled by the Port Police of the Freeport of Riga Authority, by using the electronic pass ordering system of the Freeport of Riga Authority. Via the system, it is possible to order one-time printable passes or e-passes electronically. Only a representative of the Freeport of Riga Authority or the port company may apply for a pass.
