Overpass from Tvaika Street to Kudziņsala

 

 

Over the past decade the number of private and cargo vehicles has rapidly increased in the City of Riga. The transport system is significantly limited by the insufficient number of Daugava crossings and the fragmented network of main streets; moreover, ensuring effective mobility compliant with modern requirements is impossible without the implementation of appropriate transportation infrastructure projects. The non-conformity of the existing city transport system to the modern public demand for mobility is reflected in traffic jams on bridges and large arterial roads, thus significantly affecting the quality of the urban environment as well as negatively influencing the flow of transportation in both the city of Riga and the Riga Region. The lack of appropriate, suitable in a modern understanding, transport infrastructure reduces potential mobility and negatively affects the further growth and strengthening of international competitiveness of Latvia, the Riga Region, the city of Riga and the Freeport of Riga.

Based on the aforementioned, on 2 June 2016 the Freeport of Riga Board adopted Decision No. 88 to commence the implementation of the project “Overpass from Tvaika Street to Kudziņsala” (hereinafter referred to as the “Project”), attracting co-funding from the European Union (EU) Cohesion Fund.

It is planned that the overpass from Tvaika Street to Kundziņsala will help ensure a direct connection to the arterial road network of the City of Riga. Thus, traffic mobility within the port territory will be improved and more convenient access to Kundziņsala will be ensured for cargo transport and citizens in the near future. The designed overpass from Tvaika Street to Kundziņsala, in accordance with Annex 17 “Main protective zones and other limitations of parcels of land” to the Binding Regulations of the Riga City Council No. 34 of 20 December 2005 “Regulations on the Use and Development of Riga Territory” and being included in the Transport Infrastructure Development Scheme (Annex 5 to Binding Regulations of the Riga City Council No. 34 of 20 December 2005), is planned to be constructed within the current building boundaries of the city.

In preparing Section 2.5.4 “Link to the Land Transport Network” of the “Freeport of Riga Development Programme 2009–2018”, it was noted that the street network of the city ensured the maintenance of terminals within the port territory, yet cargo transport by road to the north-eastern and north-western part of the city, where the terminals of the Freeport of Riga are located, was complicated and burdensome due to the high traffic intensity and low traffic capacity of the existing streets. In the north-eastern part, traffic flows are additionally delayed by railway crossings and bridges over the Daugava River. Hence, strategic objective No. 3 “To provide clients of the Freeport of Riga with road, railway and waterway infrastructure” was included in the “Freeport of Riga Development Programme Action Plan 2016–2018”, and in order to reach this goal it is planned to implement the following measure: designing and subsequent construction of an overpass from Tvaika Street to Kudziņsala.

The implementation of strategic objective No. 3 promotes achieving common objectives of the National Programme “Sustainable Development Strategy of Latvia Until 2030”:

  • to improve traffic safety;
  • to introduce intelligent transport systems in traffic organisation; to put the street network in order, which would handle main transit flows, ensuring convenient traffic flow along the route East Main – Port of Riga;
  • to increase the level of security of large ports and to improve the mobility of the transport network accordingly.

On 2 March 2017, the Open Competition “Designing and Subsequent Construction of an Overpass from Tvaika Street to Kundziņsala” (RBP_2017/3) was announced for the development of the construction design of the Project and the provision of the author’s supervision.

According to the announced procurement procedure, an association of SIA Vektors T and SIA BRD Projekts was selected as the developers of the construction design. In accordance with the offer submitted by the association of SIA Vektors T and SIA BRD Projekts, the total cost of developing the construction design of the Project and performing the author’s supervision (including VAT 21%) amounts to EUR 1,430,406.82 (one million four hundred thirty thousand four hundred and six euro, 82 cents).

On 26 June 2017, the Freeport of Riga Authority entered into a service contract with the general partnership Vektors TB (association of SIA Vektors T and SIA BRD Projekts) for the development of a construction design for the “Overpass from Tvaika Street to Kundziņsala”. In accordance with the signed service contract, it is planned that the development of the construction design will be completed by 26 September 2018.

For the purposes of implementing the construction of the Project, the Freeport of Riga Authority obtained funding from the EU Cohesion Fund. Hence, in accordance with the provisions of Cabinet Regulation No. 319 of 24 May 2016 “Regulations on the Implementation of Specific Objective 6.1.1 ‘To Increase Port Security and Improve the Mobility of the Transportation Network’ of the Action Programme ‘Growth and Employment’”, the Freeport of Riga Authority prepared the project application “Construction of an Overpass from Tvaika Street to Kundziņsala” for attracting the co-funding of the EU Cohesion Fund. Thus, in accordance with the provisions of the aforementioned Cabinet Regulation, the maximum available co-funding from the EU Cohesion Fund amounts to EUR 24.7M. The maximum share of the EU Cohesion Fund co-funding can reach up to 85% of the total eligible project costs. Out of the total implementation costs of the construction design, 10% can be used for covering the costs of construction design, author’s supervision and building supervision.

On 29 November 2017, for the purposes of receiving the co-funding from the EU Cohesion Fund, the Freeport of Riga Authority submitted the Cohesion Fund project application to the Central Finance and Contracting Agency. The application was approved on 28 February 2018.

On 23 April 2018, the Freeport of Riga Authority signed an agreement with the Central Finance and Contracting Agency on the implementation of EU fund project No. 6.1.1.0/17/I/006, within the framework of which the co-funding from the Cohesion Fund was allocated to the Freeport of Riga Authority for the implementation of the project “Overpass from Tvaika Street to Kundziņsala” in the amount of 69.52% of eligible costs, not exceeding EUR 23,175,842.00 (twenty-three million one hundred seventy-five thousand eight hundred and forty-two euro, 00 cents).
